For whatever reason, with Internet Explorer set to work offline, the Diablo 3 installer was failing to do anything other than time out.
Edit: battle net app seems to be attempting to update the wow PTR build with zero success, trying to download exactly 1.31 MB everytime to the game files, starting with 'Initializing' then moving to downloading, then 'waiting', then it loops back to 'Initializing'. FIX: Reinstall PTR, I've tried all possible solutions with this one being the last resort, it fixes it, note that you can copy your data folder from live to the PTR folder to save download time, but a mandatory (estimated) 2.74gb for the 7.3 update will still need to be downloaded. If or Blizzard Update Agent are running select it and click End Process.* Delete both Files and Cache folders* Restart the app and try logging into the PTR.
