Edit: battle net app seems to be attempting to update the wow PTR build with zero success, trying to download exactly 1.31 MB everytime to the game files, starting with 'Initializing' then moving to downloading, then 'waiting', then it loops back to 'Initializing'. FIX: Reinstall PTR, I've tried all possible solutions with this one being the last resort, it fixes it, note that you can copy your data folder from live to the PTR folder to save download time, but a mandatory (estimated) 2.74gb for the 7.3 update will still need to be downloaded.
